Does HSM job loss break permanent-residence continuity?

Job loss does not erase completed lawful residence. The critical risks are permit expiry or withdrawal, a residence gap, loss of main residence and failure to meet the income requirement when the permanent-residence application is assessed.

What to audit

Can you apply while unemployed?

The permanent-residence application has its own income test. WW or another income source may be assessed under the IND rules for independence, sustainability and sufficiency; do not assume that past HSM salary alone is enough. If a family member will provide income, the applicable family-income amount and evidence differ.

Timing can matter.

A person already eligible may choose to file before the HSM search period ends, but the application must be accurate and the current residence and income conditions still require review.

Does a pending PR application protect HSM status?

A pending application does not mean every HSM employment condition can be ignored. Keep the current permit valid and follow any residence-endorsement instructions. If the IND refuses PR, the underlying temporary status and any employer-change deadline remain important.

Long-term EU residence versus Dutch permanent residence

The IND first assesses long-term EU resident status and can then assess regular Dutch permanent residence. Study periods, EU Blue Card mobility and residence outside the Netherlands can be counted differently. Reconstruct the full history rather than using only the BRP registration date.

Family strategy

A spouse can submit an independent permanent-residence application if their own five-year history and other conditions are met; the principal HSM holder does not have to apply at the same time. This can reduce family dependency when one person loses employment.
