Does HSM job loss break permanent-residence continuity?
4 min read4 cited sourcesReviewed 2026-07-31
Job loss does not erase completed lawful residence. The critical risks are permit expiry or withdrawal, a residence gap, loss of main residence and failure to meet the income requirement when the permanent-residence application is assessed.

Quick answerThe IND currently requires at least 5 consecutive years with a valid Dutch residence permit for the standard permanent-residence route, main residence in the Netherlands throughout that period, timely extensions, continued compliance with permit conditions and a currently valid eligible residence purpose. Job loss itself does not delete earlier lawful years, but a permit gap or loss of status can damage continuity.
Decision path after HSM job loss
Have you already completed 5 consecutive lawful years? If not, first protect the temporary residence chain through a new sponsor or another qualifying route.
Is the current permit still valid and are its conditions still being managed?Do not rely only on the plastic card. Track the HSM search period, expiry date and any IND withdrawal action.
Were every extension and status change filed in time?Reconstruct the full permit history. BRP dates alone are not a complete immigration history.
Can you meet the PR requirements now?Check current income, residence purpose, main residence, integration and evidence before choosing the filing date.
What to audit
Exact start and end date of every residence permit and application.
Whether every extension or employer change was filed before the prior status ended.
Periods outside the Netherlands and the main-residence rules.
Current permit purpose and whether it is non-temporary for the PR assessment.
BRP registration and civic-integration evidence.
Current independent, sustainable and sufficient income or qualifying family income.
Scenarios
4 years 10 months when the job ends
Your immediate priority is preserving lawful residence through the remaining period. A gap before the 5-year point can be much more damaging than the fact of unemployment itself.
Already past 5 years
Assess PR eligibility promptly, but do not assume a pending PR application excuses you from managing the existing HSM status and its deadlines.
Evidence file
All residence cards and IND decision letters covering the 5-year chain.
Proof that extensions and employer changes were filed on time.
Travel/absence history relevant to main residence.
Current income evidence and the source relied on for the PR test.
Integration evidence and current residence-purpose documents.
Can you apply while unemployed?
The permanent-residence application has its own income test. WW or another income source may be assessed under the IND rules for independence, sustainability and sufficiency; do not assume that past HSM salary alone is enough. If a family member will provide income, the applicable family-income amount and evidence differ.
Timing can matter.
A person already eligible may choose to file before the HSM search period ends, but the application must be accurate and the current residence and income conditions still require review.
Does a pending PR application protect HSM status?
A pending application does not mean every HSM employment condition can be ignored. Keep the current permit valid and follow any residence-endorsement instructions. If the IND refuses PR, the underlying temporary status and any employer-change deadline remain important.
Long-term EU residence versus Dutch permanent residence
The IND first assesses long-term EU resident status and can then assess regular Dutch permanent residence. Study periods, EU Blue Card mobility and residence outside the Netherlands can be counted differently. Reconstruct the full history rather than using only the BRP registration date.
Family strategy
A spouse can submit an independent permanent-residence application if their own five-year history and other conditions are met; the principal HSM holder does not have to apply at the same time. This can reduce family dependency when one person loses employment.
Avoid these gaps
Letting the residence card expire before a new sponsor or extension is filed.
Starting a non-qualifying job and assuming it preserves HSM status.
Leaving the Netherlands and losing main residence while waiting.
Relying on the physical card after the IND has withdrawn the permit.
Assuming a spouse's PR application automatically protects the principal HSM holder.
