Permanent residence in the Netherlands: eligibility and application
Permanent residence is not automatic after five years. The IND checks residence continuity, your current residence purpose, income, BRP registration, civic integration and whether you kept every permit valid on time.
Core eligibility checklist
- At least five consecutive years with a valid Dutch residence permit, unless an official exception applies.
- Main residence in the Netherlands throughout the relevant period.
- Every extension submitted on time, with the conditions of each permit continuously met.
- A current permit for a non-temporary residence purpose.
- Independent, sustainable and sufficient income under the applicable IND test.
- Registration in the BRP.
- Civic integration passed at at least A2, or an accepted exemption.
Residence continuity needs a document audit
Do not count only from your first municipal registration. Reconstruct the exact start and end dates of every residence document, application receipt and residence gap. Review extended absences and changes of purpose against the IND main-residence rules. Study years and EU Blue Card mobility can be treated differently for long-term EU status, so use the route-specific rules rather than a simple calendar calculation.
How to apply
- Check the permit history, residence purpose, income and integration evidence.
- Collect the documents listed in the current IND form and legalise or translate foreign civil documents where required.
- Apply online with DigiD or use the written form. The current permit must still be valid.
- Track the application in My IND and keep the current residence conditions valid while waiting.
- After a positive decision, book collection when the IND sends the notification.
You may apply from three months before the current permit expires. If you have already held residence for more than five years, the IND says you can choose when to apply and need not wait for expiry. Verify the current fee on the IND page rather than relying on an older checklist.
Permanent residence versus naturalisation
Permanent residence keeps your existing nationality and gives unrestricted access to the Dutch labour market. Naturalisation is a separate citizenship procedure with its own identity, residence, integration, public-order, ceremony and possible renunciation requirements. Compare both before deciding.

Does five years in the Netherlands automatically qualify me?
No. Five years is only one requirement. The IND also checks permit continuity, main residence, current non-temporary purpose, income, BRP registration and civic integration or exemption.
Does study time count in full?
Not always. Counting depends on the status being assessed. For long-term EU residence, some study periods can count at 50%. Use the IND route rules for your exact history.
Can I work freely after approval?
Yes. The IND states that a permanent residence permit allows free work without a TWV.
