Banking before BSN

Some banks support newcomer onboarding before the BSN arrives.

This is a provider policy, not a universal right. Confirm the current eligibility, identification, address and residence-document requirements before relying on it for payroll.

Quick answerYes, at least one major Dutch bank currently advertises that an individual account application can start without a BSN. ABN AMRO says the BSN must then be provided within 120 days. Its current onboarding rules also require an official Dutch home address and, for a non-Dutch passport or ID, approved proof of residence before the account can be used. Treat this as a bank policy, not a rule that every bank must follow.

Check pre-BSN eligibility

Ask whether your nationality, residence status and Dutch address qualify for onboarding without a BSN.

Prepare identity and residence evidence

Have your passport, Dutch address, employment evidence and residence permit or IND correspondence available.

Add the BSN later

Where a bank permits pre-BSN onboarding, it may require the BSN within a stated period. Record that deadline.

Protect payroll timing

Tell payroll early when your Dutch IBAN is delayed and ask which temporary payment arrangements are allowed.

Payroll starts before the municipality appointment

Check a pre-BSN bank route immediately, but also tell payroll the BSN and account are pending. Employer payment processes can have their own controls.

You can apply but cannot yet use the account

That can happen when proof of residence is still outstanding. Separate “account application accepted” from “account ready for payments”.

Prepare these before applying

  • Accepted passport, identity card or residence document.
  • Official Dutch home address.
  • Proof of residence when required by the provider.
  • Dutch tax-residency information requested during onboarding.
  • Your BRP/BSN appointment date and a reminder to add the BSN later.
Common mistake: reading “start without BSN” as “no registration needed”. Bank onboarding and BRP registration are separate processes.
